We finally made it to the vet after having to wait over the weekend and here is what the vet said:
Keep doing what your doing, just do more of it.
So, as per vet recommendation here is what we are currently doing.
First, soak him at least 3 times a day. If he isn't eating get a powdered supplement that you can mix with water and syringe feed to him. After you have given him a soak, take some water based lube or a similar lubricant, apply liberally to the area and your finger, and press the hemipene steadily back into place. You can use a Q-tip to do this, just make sure not to turn the Q-tip as it may damage the area. Again, USE LOTS OF LUBRICANT. After you get it somewhat in place, you can try to pull the hood over the area. Don't worry if it doesn't go back in, just keep trying 3 times a day after each soak.
The doctor also gave us medicine to give him for the pain, swelling, and to make sure it doesn't get infected.
As long as you have the medicine, food supplements (if they aren't eating), and lubricant, you can do the rest at home, assuming the tissue isn't too damaged.
Damaged tissue will be dry and black. As soon as the tissue begins to look like this, its time to go to the vet to get it amputated.
All in all, your pets health is priority so if there is any doubt, take them to the vet. The sooner the better.
